Description of Modifications to H.R. 2603 as Contained in
Chairman's Amendment in the Nature of a Substitute

• Adds a new section 404 which establishes the effective date of the legislation as the date the agreement enters into force. Section 404 also provides that the implementing bill will no longer apply if the Agreement is terminated.
