as included in Mr. Thomas’ amendment in the nature of a substitute:
| Sections 1249, 1311, 1313, 1342, 1350, 1360. | Deletion of duty suspensions on certain chemicals. |
| Section 1368. | New provision to suspend duty on a plastic resin. |
| Section 1369. | New provision to suspend duty on certain batteries. |
| Section 1370. | New provision to suspend duty on certain textile machinery. |
| Section 1371. | New provision to suspend duty on certain artichokes. |
| Section 1372. | New provision to suspend duty on certain preserved artichokes. |
| Section 1373. | New provision to suspend duty on a chemical polymer (ETFE). |
| Sections 1503, 1504,1505 & 1506. | New provisions to reliquidate certain entries of cotton gloves, posters, and 13” inch televisions where the original liquidations were in error. |
| Section 1507. | New provision to clarify CBI benefits by establishing Oct. 1, 2000 as the effective date for clarification with respect to eligibility of knit-to-shape apparel products under the CBTPA and AGOA. |
| Section 1605. | Modifies the vessel repair duties provision to be effective as of April 25, 2001. |
| Section 1608. | Deletes a duty drawback provision that allowed the drawback claimant to not provide prior notice of intent to export to the Customs Service. |
| Section 1609. | New provision to confer duty-free benefits on certain footwear from Caribbean countries. |
| Section 1610. | New provision to renew the international status of San Antonio Airport for two years. |
| Sections 1611& 1612. | New provision to authorize Customs to participate in a reverse customs program with Canada, whereby Canadian customs officials may begin clearing goods and passengers on the American side of the border and U.S. Customs officials may similarly be stationed on the Canadian side.. |
| Section 2002. | New provision to expand existing Qualifying Industrial Zone (QIZ) program to allow Israel-Turkey QIZs. |
| Section 2004. | New provision that clarifies that certain leather products dutied at reduced rates under the Andean Trade Preference Act will continue to be dutied at reduced rates until such time as the President designates them for duty-free treatment under the Andean Trade Promotion and Drug Eradication Act. |
Technical changes: A number of general technical changes made to clarify names of chemicals and CAS numbers.
