Republican William D. Kelley of Pennsylvania, chaired the Committee from 1881 to 1883 and was a good example of the rule of specialization and expertise. He served on the committee for an unprecedented 20-year period as a strong advocate of protective tariffs, especially for the iron industry of his home state. Nicknamed "Pig-Iron" Kelley, he had a monomania about the tariff, a subject he had studied his entire life. |
