A Scotland-born lawyer from Tennessee, George Washington Campbell succeeded John Randolph as chairman of Ways and Means in 1807.  Although  a lackluster leader, he caught the attention of Congress with a position paper know as "Campbell's Report."  The treatise expressed the dismay shared by many lawmakers over the failure of Jefferson's Embargo Act of 1807.
