Democrat William R. Morrison of Illinois, along with Roger Q. Mills of Texas, championed reduced duties and tariff reform.  He headed Ways and Means in 1884 when the committee presented its first important postwar tariff measure under  Democratic leadership.  The bill, calling for a 20 percent cut in rates, failed.
