Ways and Means chairman Roger Q. Mills, from Texas, and Speaker John G. Carlisle, fellow Democrat of Kentucky, fought hard but in vain to thwart Republican protectionists with the Mills bills of 1888. Carlisle's penchant for fairness in an age of extreme partisanship supports his reputation as one of the ablest Speakers of the House. Mills served from March 4, 1873, until his resignation on March 28, 1892, having been elected Senator in 1892 to fill the vacancy caused by the resignation of John H. Reagan |
