With a mind for math, Joseph W. Fordney (R-MI), built a fortune for himself in the timber business and then made a name for himself as a Republican tariff expert in Congress.  He served six terms as a member of Ways and Means before assuming the Chairmanship of the Committee in 1919.  As Chairman, he brought forth the Fordney Emergency Tariff Act of 1921, which temporarily restored high duties on wool and other agricultural products.
