Chairman
Thomas Names Bob Winters as Special Counsel
for the Ways and Means Committee
Tuesday, February 06, 2001 Chairman Bill Thomas (R-CA) announced
today that Dr. Bob Winters will be Special
Counsel for the Ways and Means Committee,
effective immediately. “Bob Winters has been a valuable member
of my personal staff for twenty years and
will be an excellent addition to the Ways and
Means Committee staff. Bob has a broad
background, with particular expertise in
trade and tax legislation, which will serve
the Committee Members and the Congress well,”
said Chairman Thomas. Mr. Winters’ biography follows: ROBERT S. WINTERS Mr. Winters has worked for Chairman Thomas
since 1981, and has been Mr. Thomas’
Legislative Director and Budget Committee
Associate Staff since 1987. In that role, he
was responsible for budget, trade, tax,
agriculture and other legislative areas
within the jurisdiction of the Ways and Means
and Budget Committees. Prior to joining Chairman Thomas’ staff,
Mr. Winters worked as a portfolio manager
with National Savings and Trust in
Washington, D.C. Mr. Winters received his J.D. from
Georgetown University Law Center and is a
Member of the District of Columbia Bar
Association. He also has earned a M.B.A. in
International Business from George Washington
University and a B.A. in Political Science
from Gonzaga University in Spokane,
Washington.
