Clay Appointed Director
Of Communications At Ways And Means
WASHINGTON – Barbara Ann Clay,
formerly Director of Communications at the European Bank
for Reconstruction and Development and Director of Public
Affairs at the US Treasury Department, has joined the
House of Representatives Committee on Ways and Means as
Director of Communications.
Ways and Means Chairman Bill Thomas warmly welcomed
Clay’s arrival. "Barbara brings a wealth of
experience in press and public relations, and has an
in-depth understanding of financial issues," he
stated. "Her years at OMB and at the US Treasury
have prepared her well for this challenging role at the
Committee on Ways and Means."
Clay joined the Reagan Administration in 1982 as a
junior assistant in the White House Office of Management
and Budget. She rose to the position of Deputy Director
of External Affairs, serving for three years as press
secretary to the Director of OMB.
Her 1990 move to the Treasury Department brought her
into the international realm, representing the US
position on international economic issues to foreign and
domestic press and serving as press secretary to the
Under Secretary for International Affairs.
At the London-based EBRD, Clay headed the effort to
promote understanding of the institution's role in the
economic and political transition of eastern and central
Europe and the former Soviet Union.
Clay was born and raised in Southold, New York, and
graduated from the State University of New York at
Oneonta, with masters' work at the George Washington
University in Washington, DC.
