Committee on Ways and Means For Immediate Release Faith-Based Organizations Bring Help, Hope to America’s Needy Herger Applauds President’s Actions to Give Religious Groups a Chance to Help WASHINGTON - Today, Wally Herger (R-CA), Chairman of the Ways and Means Subcommittee on Human Resources, applauded President Bush’s efforts to clarify the rights of faith-based organizations (FBOs) to compete for social services contracts to better assist needy families: “The 1996 welfare reform law provided the first test of charitable choice by making clear that religious organizations may compete for contracts to provide social services. The results have been inspiring - an increase in faith-based organizations providing services to welfare recipients and positive experiences for both program participants and contractors. “The Administration action announced by the President today will encourage further participation by these community-based groups. Too often, organizations that may be best suited to help are discouraged by the complexity of regulations and a lack of understanding about their rights to compete. I commend President Bush for shining a light once again on these issues, leveling the playing field for all qualified providers, and ultimately leading to enhanced service for families in need.”
