Bush's Proposal Builds on Success of Welfare Reform

WASHINGTON -- The 1996 welfare reform law has successfully delivered hope and opportunity to millions of Americans by promoting work and strengthening families.  Congress will work with the Administration to build on this tremendous record of achievement.

"The President's plan recognizes that the best example of individual achievement and government success is when a welfare check is replaced with a paycheck," said Chairman Wally Herger (R-CA) of the Human Resources Subcommittee. "The strong emphasis on work will help individuals better achieve self-sufficiency." 

"The 1996 law converted welfare offices into effective job placement centers and the results have been remarkable.  Welfare caseloads have fallen nearly 60 percent and almost 3 million children have been lifted from poverty.  Our purpose is to help more welfare recipients become self-sufficient," said Herger.

The landmark welfare reform law has transformed the nation's failed welfare system into a work-based program that moved millions of recipients off the rolls and into jobs.
