- Senate Amendment No. 163 -- Sen. Thomas #2 - (only part one of the amendment) - Title III, Subtitle A, Section 301 of the engrossed Senate amendment on the expansion of Qualified Small-Issue Bond Program, which would permit increasing the cap to qualify for Industrial Development Bonds (modified to be effective after 2009).
- Senate Amendment No.69 -- Baucus #21 for Conrad and Bingaman (to expire after 2 years) - Section 856 of the engrossed Senate amendment on the treatment of certain income of cooperatives, conforming to Section 1329 of the conference report to accompany H.R. 6, the “Energy Policy Act of 2004”
- Senate Amendment No. 165 -- Sen. Thomas #4 - Add Title VIII of the engrossed Senate amendment, modified to reflect the language in the conference report to accompany H.R. 6, the "Energy Policy Act of 2004" Section 1341 on Oil and Gas from Marginal Wells.
- Nickles Amendment to Strike Section 710 of the Chairman's Mark (Blue Ribbon Commission on Comprehensive Tax Reform).
