“President Trump’s action reaffirms what we have said all along: that Congress has the Constitutional authority to decide whether to appropriate cost-sharing reduction payments. As Obamacare’s failures continue to hurt families across the country, Congress is continuing to look for ways to provide certainty and lower premium costs for the millions of Americans still trapped in Obamacare’s collapsing marketplaces.
