Chairman Smith Demands CCP-Linked Singham Network Nonprofits Comply with Subpoenas

October 13, 2026

WASHINGTON, D.C. – Three tax-exempt organizations tied to Neville Roy Singham, a former U.S. technology mogul now residing in Shanghai with strong connections to the Chinese Communist Party (CCP), are running out of room to skirt accountability and avoid compliance with congressional oversight. In letters to legal counsel for The People’s Forum, BreakThrough News, and Tricontinental, Ways and Means Committee Chairman Jason Smith (MO-08) reaffirms the Committee’s demand for documents required under its July subpoenas to each organization. If the entities fail to comply by October 20, 2026, the Committee will continue taking more aggressive oversight actions.

Ways and Means Committee Chairman Jason Smith (MO-08) issued the following statement:

“Shanghai Singham has poured millions of dollars into these groups to take advantage of America’s nonprofit sector and promote Chinese Communist Party propaganda. That much is public. What these groups are fighting to keep hidden is even more concerning. They have thus far refused the Committee’s request to provide information pursuant to our oversight role and responsibilities, and they are now defying congressional subpoenas. Either these organizations turn over the documents, or their leaders will answer the Committee’s questions under oath. Foreign adversaries must not be allowed to exploit America’s tax code to hide or spread their agenda. Republicans will keep working to shut down every avenue the Chinese Communist Party uses to sow chaos in our communities.”

Chairman Smith first demanded records from The People’s Forum in September 2025. In February 2026, the Chairman sent similar letters to BreakThrough News and Tricontinental, which he announced at a Committee hearing on foreign influence in American nonprofits. After each of the three organizations refused to comply, Chairman Smith reasserted the Committee’s demands in May. When they still failed to produce documents, the Committee subpoenaed all three in July.

As noted in the latest letters sent to the legal counsel for each organization, the Committee’s oversight work directly complements its legislative efforts to close loopholes and strengthen protections against foreign influence being perpetrated through America’s tax code. For example, Chairman Smith writes:

“As previously explained, the Committee’s legislative purpose is to examine whether existing legal standards governing tax-exempt status adequately account for foreign influence and control. Since the 118th Congress, the Committee has marked up several bills related to foreign influence over the tax-exempt sector… The Committee maintains an ongoing interest in the issue of foreign influence affecting tax-exempt organizations and is committed to advancing the work it has undertaken over the past two years. The inquiry into The People’s Forum is a critical component in guiding the Committee’s efforts to address and eliminate foreign influence in the American non-profit sector.”

Background:

  • The People’s Forum alone has received over $20 million from Mr. Singham’s network.
  • In May, the Committee refined its requests to focus on fiscal sponsorships involving foreign nationals or foreign entities, communications with Mr. Singham or other foreign principals on finance, governance, and organizational structure, and donor information on contributions from foreign nationals and foreign organizations.
  • The deposition subpoenas would cover eight officials and staff at The People’s Forum, seven at BreakThrough News, and six at Tricontinental.
