House Approves Legislation Expanding Access to Chronic Disease Treatments

WASHINGTON, D.C. – Americans suffering from chronic diseases will have better, more affordable access to treatments under legislation advanced by the U.S. House of Representatives. The Chronic Disease Flexible Coverage Act (H.R. 919), introduced by Ways and Means Health Subcommittee Chairman Vern Buchanan (FL-16) and fellow Committee member Representative Jimmy Panetta (CA-19) allows greater coverage for 14 chronic disease medical products and services – including beta-blockers, blood pressure monitors, glucometers, inhalers, and cholesterol drugs and testing. The legislation codifies in law 2019 Trump Administration guidance that provides flexible coverage options for employers that offer high-deductible health care plans (HDHPs).

On the floor of the U.S. House of Representatives, Ways and Means Committee Chairman Jason Smith (MO-08) highlighted the size and scope of the chronic disease challenge facing the country:

“The chronic disease epidemic has unfortunately impacted nearly every family in America and represents a significant share of our health care spending. In fact, 90 percent of the $4.1 trillion this country spends each year on health care goes toward chronic disease.

“This is not surprising when you realize that 60 percent of Americans suffer from some form of chronic disease – whether it be heart disease, diabetes, or cancer. So many Americans would benefit from having health care coverage that is not only more affordable but more responsive to their needs so they can better manage their health.


“As HHS Secretary Kennedy is shining a light on the chronic disease epidemic, the Ways and Means Committee is leading the charge in Congress to examine the root causes and deliver on solutions – including this bill before us today.”

Background on Chronic Disease Flexible Coverage Act:

  • Codifies the Trump Administration’s chronic disease management flexibilities to encourage employers to offer pre-deductible 14 high-value health care services as part of a high-deductible health care plan option.
    • 53 percent of employers offer employees HDHPs.
    • Pre-deductible health coverage allows insurers to pay for certain low-cost, high-value health care services before an individual reaches their deductible.
  • Ensures the list of services can continue to be expanded upon, as needed.
  • Six in ten Americans live with at least one chronic disease.
  • 90 percent of America’s $4.1 trillion in annual health care spending is for patients with chronic and mental health conditions.
